Yep there really is no way to work out if PPF will be worthwhile - so many variations affect it - other painters/ attractions there, weather, mood of kids/ families, spending power etc... In the first year when I did take PPF I had done 40,000+ family events where I hardly broke even and small adult biker fairs of less than 1000 where I made huge profits... its just too randomn to predict.

I don't do them at all, the only thing I will offer is to be hired at a minimum and charge far less per face than most would to make up the rest (odd idea but 1 fest always does this);, or, as said, charge a %age. Depends on the venue as to how I get it; many schools seem to get kids to buy 'school money' for events (not sure how it helps, if the kid loses these vouhers its the same as if they lost real money) so i collect the agreed fee in vouchers per face, school & i tot it up and I get my cut at the end; or similar.
